Call for Applications: Subject Experts for Higher Education Council (HEC) Rwanda – 2026 Deadline: 30-06-2026
The Higher Education Council (HEC) Rwanda is inviting highly qualified individuals to apply for inclusion in its updated Database of Subject Experts. This call aims to recruit experts across various academic and professional fields to support HEC’s mandate in ensuring quality education and regulatory compliance in higher learning institutions.
Roles and Responsibilities of Subject Experts
Successful applicants will be called upon for specific assignments, including:

Accreditation & Approval: Assessment for the accreditation of new institutions and review of revised academic programs.

Quality Monitoring: Conducting institutional audits, subject reviews, and monitoring the quality of research.
-
Standards Development: Creating national competence standards, academic frameworks, and policies.
-
Performance Assessment: Ranking higher learning institutions and conducting graduate tracer surveys.
-
Capacity Building: Training institutions on national policies and quality assurance.
Required Expertise
HEC is seeking individuals of all nationalities categorized as follows:

Academic Experts: Must have a PhD or Master’s Degree and at least 3 years of teaching experience in a higher learning institution.

Professional Experts: Must have a PhD or Master’s Degree and at least 3 years of relevant professional experience.
-
Experts with Rare Skills: PhD or Master’s holders with at least 3 years of experience in rare professional skills not easily available on the local market.
Note: Candidates with degrees obtained abroad must possess an Equivalence certificate.

Experts are needed in fields including but not limited to:

ICT, Multimedia, & Engineering.

Natural Sciences, Mathematics, & Health Sciences.

Agriculture, Manufacturing, & Mining.

Business, Economics, Law, & Governance

Education, Arts, Humanities, & Journalism.

Military Science & Security Studies.
How to Apply
Interested candidates should prepare their CV in English, along with copies of their Academic Degrees and Transcripts of their highest qualification. The selection will be based on a review of the CV and academic credentials against the set criteria.
