This technical leader will operate directly at the RICA Seed Centre in Bugesera, overseeing the civil engineering layout and physical infrastructure execution vital to expanding agricultural resilience in the region.

Key Areas of Responsibility
The Project Engineer will take ownership of the physical site execution and structural verification across several critical milestones:

Civil Design Review & Technical Oversight: Validate and refine structural designs for roads, drainage networks, foundations, and external infrastructure to ensure total constructability and multi-disciplinary compliance.

Construction Execution & Site Delivery: Directly supervise core earthworks, concrete setups, and utilities routing while tracking contractor performance metrics against approved Bill of Quantities (BoQs) and blueprint drawings.

Quality, Safety & Compliance: Enforce rigorous building codes and occupational health and safety protocols to systematically mitigate risks during construction sequences.

Technical Problem Solving: Evaluate contractor submittals, material test reports, and structural claims to maintain high-quality workmanship and prevent structural vulnerabilities.

Team Capability Building: Mentor junior site engineers and field contractors on-site while documenting operational lessons learned to strengthen future organizational frameworks.
Required Profile & Qualifications
To satisfy the technical oversight compliance required for the RICA Seed Centre development, candidates must demonstrate the following credentials:

Academic Background: A formal Bachelor’s degree in Civil Engineering or a closely related structural discipline.

Professional Experience: Over 7+ years of hands-on experience in civil engineering environments with significant exposure to structural design reviews and heavy construction oversight.

Professional License: Active professional registration with the Institution of Engineers Rwanda (IER) is highly preferred and considered an added advantage.

Technical Stack: Advanced familiarity with structural design analysis, modeling software, and standard CAD production tools.

Language Skills: Outstanding professional communication skills in English and Kinyarwanda; operational proficiency in French is a distinct asset.
