U.S. Embassy in Rwanda: Fulbright Foreign Student Program: Full-time graduate (Masters) level study in the United States Deadline: 30-06-2026

The U.S. Embassy in Rwanda has officially opened the call for applications for the prestigious 2027-2028 Fulbright Foreign Student Program. This annual, world-renowned competition offers Rwandan professionals an extraordinary opportunity to pursue a fully funded master’s degree program at top universities in the United States.

If you are an accomplished professional looking to elevate your expertise, build international networks, and bring transformative knowledge back to Rwanda, this is your moment to apply.

Eligibility Requirements

To be considered for this life-changing scholarship, candidates must meet the following criteria:

  • Nationality: Must be a citizen, national, or permanent resident of Rwanda holding a valid passport issued by the Government of Rwanda.

  • Institutional Affiliation: Applicants must be affiliated with an academic or non-academic professional institution in Rwanda and firmly committed to working in their home institutions upon graduation.

  • Professional Experience: Applicants must have at least two (2) years of relevant professional experience after graduating from university.

  • Academic Background: * Must hold the equivalent of a U.S. bachelor’s degree (typically requiring 4 years of university study).

    • Note on 3-Year Degrees: Applicants with a 3-year undergraduate degree are eligible only if they completed 13 years of primary and secondary school, and their degree allows them to pursue higher education in Rwanda. Final equivalency decisions are made by individual U.S. universities, and not all institutions accept 3-year degrees.

Language & Standardized Test Requirements

Applicants must demonstrate exceptional academic readiness and English language proficiency:

  • English Proficiency: A sufficient level of English to actively engage in full-time graduate-level study in the U.S.

  • TOEFL Scores: The ideal score is 100 or above for the Internet-Based Test (iBT), or the equivalent in other test formats.

  • GRE Scores: Applicants must score at or above the 50th percentile in either section of the GRE.

CRITICAL: Zero-Tolerance Plagiarism & AI Policy

The Fulbright Program maintains an incredibly strict zero-tolerance plagiarism policy.

  • If any part of your application contains plagiarized material—including content generated by Artificial Intelligence (AI)—your application will be immediately disqualified.

  • Many U.S. universities use advanced scanners to detect language produced by generative AI. Copying or directly pasting text from tools like ChatGPT into your application essays will severely damage your admission or affiliation prospects. All personal statements and essays must be written entirely in your own unique voice.

Ineligibility

  • Current employees of the U.S. Embassy in Rwanda are not eligible to apply.

  • Preference will be strongly given to qualified applicants who have NOT previously studied in the United States.

How to Apply & Selection Process

The selection process is highly competitive. Applications must be submitted strictly online. Hard copies or email submissions will not be considered under any circumstances.

Shortlisted candidates will be contacted and invited for a rigorous, in-person interview at the U.S. Embassy in Kigali to determine the semi-finalists.

Application Deadline: June 30, 2026, at 11:59 p.m. (CAT).
